We strongly encourage you to register and/or renew your organization’s SAM.gov registrations as soon as possible if you plan to apply for an NEA grant. The process may take several weeks.
NEA does not provide extensions prior to application deadlines. Organizations experiencing difficulties with the registration process should continue their efforts to complete the registrations and submit applications through Grants.gov by the deadline.
If your organization is unable to submit by the deadline due to ongoing system difficulties, please contact NEA staff after the Part 1 deadline with documentation of your registration/renewal attempts and a description of Sam.gov or Grants.gov failures and block on – Present tense. Documents will be reviewed to consider extensions to deadlines. Thank you for your patience.
How To Apply For A Grant
Instructions for Part 1 and Part 2, including application deadlines and a list of all application questions, can be found by selecting the discipline that corresponds to your project (e.g. education, music, visual, etc.) from the list at the bottom from the project.side.
Before applying, your organization must create and maintain current registrations with Login.gov, the System for Awards Management (SAM) at SAM.gov, and Grants.gov. Registering and maintaining accounts with SAM and Grants.gov is always free.
Registrations can take several weeks to complete, so start the process early! Registrations with Login.gov, SAM and Grants.gov must be active for you to submit your application. Complete your registrations well before the application deadline. This should give you time to resolve any issues that may arise.
Both SAM and Grants.gov will require you to use your Login.gov username and password to log in to their websites.
Grant Application Cycle: Cdbg, Esg & Home Programs
Go to Create an account to verify your Login.gov account. This account will allow you to access many government websites, including SAM and Grants.gov.
Previously, the federal government required a Duns and Bradstreet Data Universal Numbering System (DUNS) number to register your organization with SAM.
On April 4, 2022, the federal government switched from using the DUNS number to a new unique entity identifier, also known as a “UEI.” The UEI is a 12 character alpha numeric value that will be assigned by SAM for free.
When registering/renewing your SAM account, you must select “Yes” when completing the “Remarks and Certifications” section. All adjudicators are required to have the representations and certifications to receive an award. Your registration with SAM must be current at the time the grant is awarded, and throughout the life of the award.

SAM registrations, once processed, may take a day or more to be visible in Grants.gov. Check your SAM registration well before the application deadline.
You must complete the Grants.gov registration process to access the Part 1 application package (see below). The Login.gov username and password you receive during the registration process will be required to submit your application, and you will not be able to submit your application if your SAM registration is active and current.
