In mid-March, as the coronavirus was taking hold and families across America were reeling, a team of U.S. Customs and Border Protection agents with medical expertise was called into action. At the time, most of the officers in Harper’s Ferry, West Virginia, were beginning to teach an eight-week emergency medical technician course, designed to train and certify personnel in the field. The course was part of a new initiative that requires the agency to annually train 100 individuals as emergency physicians from its field staff. ” sees an average of a million tourists a day, and many of these tourists end up in emergencies. We have to be able to help them,” said Geoff Smith, who oversees the Office of Field Operations’ newly formed operational medicine division.

But in the first week of classes, the virus outbreak was so severe that a state of emergency was declared and students who had traveled from ports across the United States and Canada were sent home. The instructors were also from ports all over the country, but their help was still needed. Smith reached out to them.

“I told the instructors, ‘By all means, you can go home and be with your families.’ It’s completely understandable. But right now, our coordination cell at headquarters, which coordinates the activities and guidance we’re providing to the field because of the COVID-19 pandemic, is hurting people, and we definitely need help working in that cell,” Smith said. “We wanted them to use their skills, not just as officers, but also as emergency physicians who have experience managing a crisis.” They are trained to deal with these situations.”

The reaction was unanimous. “It wasn’t one of the teachers who said, ‘No,'” Smith said. “They all immediately came up to the table and asked, ‘What do you need us to do?’

A total of four instructors from the March class volunteered to stay – Ken Hoepelman, lead instructor, from John F. Kennedy International Airport in Queens, New York; Jeremy Mattison, from the Port of Pembina, North Dakota; Jackie Ramsey, based at the agency’s Field Operations Academy in Glynco, Georgia; and Hristijan Kontrin, from the San Luis Port of Entry in Arizona.

A fifth officer, William Bundy, at Hartsfield-Jackson Atlanta International Airport was also intercepted. Bundy had been the star student in the first emergency medical technician class he taught in 2019. “He was the leader of the class and left a big impression on the instructors,” Smith said.

Two other officers, both based in New York state, Santana Coon of the Port of Buffalo and Joni Jarus of the Port of Champlain, also volunteered their services. Both had taught previous sessions of the course. Coon had been asked to teach the March class but had other commitments. After the virus hit, her plans changed and she approached Hoepelman to see if she could help. “I texted Ken and within minutes he texted me, ‘How soon can you get here?’ I drove out the next week,” Coon said. Jarus, who arrived in Washington, D.C., in late April, was enrolled in a firefighting course that was canceled. After Hoepelman found out, he asked if she could help, too.
